The event is part of a long history of academic collaboration between LIPI and Kyoto University including CSEAS, since LIPI had a MoU (Memorandum of Understanding) with Kyoto University in March 2006.The International Seminar was held in LIPI Jakarta from 9 – 12 March 2013. This proceeding is a result of International Seminar entitled “Socio-Political and Economic Reform in Southeast Asia: Assessments and The Way Forward” co-organized by the Indonesian Institute of Sciences (LIPI), Center for Southeast Asian Studies (CSEAS) and Japan Society for the Promotion of Science (JSPS). Apart from analyzing theoretically this development paradigm, the aim of the essay is to present a broad context of the current growth and gaps of Asia (with a focus on Southeast Asia), and to outline how it can be adopted a social inclusion policy, taking into account the Asian framework and challenges.

Not in vain, the Asian Development Bank identifies the achievement of inclusive growth as one of the three distinct but complementary development agendas for the Asia and Pacific towards 2020, in joint with environmentally sustainable growth and regional integration. In order to face this situation, the big challenge of Asia is to cope with a development paradigm that can meet the prosperity and economic growth with good standards of living for the whole society. These gaps against the effective and long-term development of the region are provoked by the increasing wealth difference between the rich and poor population the failures and absences of the States in health and education the lack of proper infrastructure the failures and unethical practices of the political system, such as corruption and unaccountability among others. One common feature about the development in Asia are the inequalities that the same development is provoking within the region, registering different ranges according to which country and specific area are analyzed.
